1. Define the decision

   Who needs an answer? What will they decide? Write one question and define what success means.

2. Check the evidence

   Identify the source, time period, missing values, and limits. Confirm what each row represents.

3. Analyze and verify

   Start with a simple comparison. Recalculate a sample and check whether another explanation fits.

4. Explain the action

   State the finding, recommendation, uncertainty, and next check in plain language.
